Garlic – Garlic helps repel fleas and ticks when it’s excreted through your dog’s skin. You may think garlic is toxic to your dog but it’s a healthy addition to your dog’s diet as long as you feed the right dose – about 1/3 tsp of fresh chopped garlic for per 10 lbs of your dog’s body weight. There is no ability to add additional ticks and grid lines to the graph. The Format Axis dialog does not allow this for Grouped graphs. Workaround: From your graph, click the Change Graph Type button, or drop the Change menu and choose Graph Type. Choose an XY graph, and you'll be able to define additional ticks and grid lines.

That would have solved the issue if there was one single data observation per year. The the data label will be between the tick marks. I am working with 250 data observation per year and this can not be solved with this function.
A different way to solve the issue, with an 'unofficial' methode, use a custom made number like: ' yyyy' - This will move the data labe to the right form the tick mark.
I am not quite sure which further information i can provide you with - without copying in all my observations and the chart... (Is that possible?)
